>> "inside washington" is brought you in part by the american federation of government employees, proud to make america work. for more information about afge and membership, visit afge.org. >> what do you think a tree can be? can it be stronger than steel? can a tree be biodegradable plastic? can it be fuel for our cars, or clothing, or medicine that fights cancer? with our tree cell technology, we think it can.
8:31 pm
weyerhaeuser, growing ideas. >> governor romney has experience with companies that were called pioneers in the business of outsourcing. >> this week on "inside washington," the outsourcing blows. >> if there is an outsourcer-in- chief, it is the president of the united states. >> house republicans voted to repeal the health care act for the 33rd time. mitt romney tells the naacp that if congress does not dump the health care act, he will. >> i will eliminate every non- essential program i can find. that includes obamacare -- [boos] >> the louis freeh report on the penn state child sex abuse scandal. it was worse than we thought. >> the most powerful men at penn state failed to take any steps for 14 years to protect the
8:32 pm
children sandusky victimized. captioned by the national captioning institute --www.ncicap.org-- know how much the polling actually tells us at this stage of the presidential campaign, but i would think that the campaign team and not be happy to read the latest abc news-"washington post" poll puts a barack obama and mitt romney 47%, tie. voters like the president more than mitt romney, but disapprove of his job performance more than approve and think romney would do better with the economy. the president has been trying to pin a label of job outsourcer- in-chief on mitt romney while patting himself on the back for saving general motors. >> my experience has been working with members of labor
8:33 pm
and great managers to save the auto industry. >> romney as a response to that. >> this president has been outsourcing a good deal of american jobs himself, by putting money into energy companies, solar and wind energy companies, that make their products outside the united states. >> speaking of wind energy, i wonder at this stage of the campaign how much of the stock the voters are absorbing. it keeps us busy and keeps political consultants employed, but does it have any real impact on how americans vote? what do you think, mark? why is the race so close? >> you gave the figure hit voters disapprove of the president's handling of the economy. the president is trying to make it a choice between himself and mitt romney, and that is why outsourcing, ramadi's investments, his caribbean portfolio, the cayman islands, bermuda, become issues that the
8:34 pm
obama administration -- the obama campaign wants to raise. >> colby? >> it is clear that the president doesn't want to run on the economy. i think we are getting into the silly season when it they start accusing each other of outsourcing jobs. the fact of the matter is that outsourcing has been going on for some time and it is not because of some be hitting the united states, but companies that control costs. there is domestic outsourcing and offshoring of jobs to that is because of economic reasons. it is not because they hate it jobs in america. i don't think people set out to outsource. i think the costs that drive this kind of question. >> margaret? >> if your claim to the presidency is that you or a job
8:35 pm
creator and you can be a better -- you can do a better job than obama, and one of the ways you made money at bain capital is by taking over companies and outsourcing jobs, that is different from the president, who is not able to stop outsourcing because of republican house treaty does not have the votes on capitol hill to stop that. romney has staked his claim on his performance at bain capital, which was proactively outsourcing jobs, that is how you make money. >> charles, i am wondering how much of this talk is having an impact on american voters. >> i think it is having very little impact. i agree entirely with colby. the outsourcing debate is preposterous. it has been going on for decades, it has to do with globalization. as nothing to do with obama or romney. it is obvious that obama cannot run on his record. he has a terrible four years
8:36 pm
behind him that he cannot stand up for, so what he does is distracting. the strategy is to kill romney, character assassination. ramadi's defense is to say you, too. -- romney's defense is to say you, too. you are doing when and solar and electric, and the cars are made in finland and england and the panels, wind and solar, are being made in china. if you want to talk outsourcing, which is a preposterous subject in the first place, each will hurled charges at the other end it is ed whitacre this debate. >> -- a ridiculous debate. >> i find myself uncomfortably disagreeing with colby and comfortably disagreeing with charles. free trade has become shorthand for outsourcing jobs.
8:37 pm
it now is seen by a majority, according to a republican pollster, as costing jobs. you are just indifferent to the fact that places like flint, michigan and ohio have been wiped out, to say that that is part of globalization, that is wonderful, as long as you don't have a cambodian bureau chief coming to your news organization and working for 1/10 of the price and costing jobs in the journalistic world. >> this is part of whose side are you on. >> it is question of dealing with facts. this is a good example that came out of political -- we increase tariffs on sugar. why? to protect our own domestic industry. what is the candy manufacturer do when the prices go up?
8:38 pm
he moves to cluster rica -- to costa rica. that is not romney, that is not obama. that is protectionist actions by congress that raise the tariffs. >> i think that the facts argue against each other sometimes, . the eighty or subsidized elsewhere. -- they are subsidized elsewhere. we cannot make a lithium and solar panels. all of this is part of whose side are you on, trying to put romney on the camp of people like them. have we ever elected a president with a swiss bank account? >> no. >> i don't know. if we, charles? >> i am not running for the presidency, and if i did, i would not have a swiss bank account. [laughter] did kennedy have one?
8:39 pm
i have no idea. johnson was the most scrupulous businessman in american history. it was nothing in the past that would suggest financial shenanigans? come on, give me a break. what is going on here is that clearly, this is a campaign by obama -- cannot run on his record, so he runs -- margaret is right, fairness, who cares about you. the counter argument is quite strong, which is, you talk about fairness. among african-americans, unemployment is a 14%, among hispanics, 11%. youth unemployment is skyrocketing. the longest string of unemployme8% unemployment in amn history. if you care about americans, you want to start not by redistribution of wealth by strengthening and getting a growing economy. >> we have heard this many times before, tax cuts for the
8:40 pm
wealthy. >> let's not hold the vast majority of americans and our entire economy hostage while we debate the merits of another tax cut for the wealthy. >> i mean, the very idea of raising taxes on small business and job creators at the very time we need more jobs is the sort of thing that only an extreme liberal, wit. -- could come up with. >> "this sort of thing only an extreme liberal could come up with." is barack obama an extreme liberal, margaret? >> i don't see it, but i guess it romney and his supporters to do. i don't give advice to campaigns -- mark once did -- but i look at the objections to the tax cuts going away, and say why not fashion a program where the 3% are covered, because the argument is that you will hurt small businessmen. well, it will cut 3% of small businessmen in the united
8:41 pm
states, and those are accountants and lawyers. are these people we need to protect? mark here thinks we do. he is shocked that there would be a tax increase on those people. but the republicans get this argument, hurting the job creators. you are not hurting job creators letting those tax cuts labs. >> aren't the democrats divided on this? don't pelosi and some of the others want a $1 million cut off? >> tell me about the jobs created by the bush tax cuts on the wealthy. how many jobs did that create? please, answer. >> zero, how's that? >> the silence was deafening. >> whenever you hear this point that you are taxing job creators if you raise those taxes, i did not see the jobs that god created when they passed the tax cuts.
8:42 pm
>> clinton raised taxes and created jobs. >> charles. >> where do you start? >> anywhere you like. >> the joint committee on taxation, which is not a right- wing organization, reports that 52% of small business income will be affected by this hike in taxes. obama himself in 2010, when he agreed with mcconnell to keep tax rates where they are, said many times, you don't raise taxes in recession. we are not technically in a recession, but we're clearly in a stagnant economy. that is to " obama himself on this. when it pleases him politically, he says he will not raise taxes because it will hurt the economy. when he needs it as a fairness issue in an election where he is not getting traction, he will sit opposite. the point is that even if you have these tax hikes, it would
8:43 pm
raise the maximum of $8 billion a year. we have a $1.30 trillion deficit. it is satisfaction, a shiny object you are putting over here. -- it is a distraction, shiny after to have -- shiny object you're putting over here. if you one, you have to do it with tax reform, entitled rent reform, and has to be across the board paid it will not have any effect on just the top 2%. >> margaret mentioned that i advise campaigns. as the veteran of four losing campaigns, one of the most important things you have to do is sit down and which it your own candidate. do the research on not just your opponent but your own candidate, find out if there's anything that could bite us.
8:44 pm
remember george w. bush's drunk driving arrest that was revealed that began before the 2000 campaign and came close to costing him the election. romney has more people. they did this with him -- as smart people. they did this with him. things like the swiss bank accounts, bermuda, luxemburg, the tax rates -- romney went right through the stop sign. his self-absorption with money was so deep and pervasive -- this is a man who has been running for president for most of the 21st century. this is not something that just jumped out at him. he has allowed barack obama to put him squarely on the defensive. as far as jobs are concerned, one figure to remember. there were more jobs created last year under barack obama in the private sector that under the eight years of george w. bush's presidency in the private
8:45 pm
sector. >> even "the wall street journal" editorial-page said that romney has squandered this summer because he let obama define him as a wealthy elite is, and then they excoriated him for allowing him to be shown on his jets be in front of the mansion on the lake. >> the president's plan is not solving our problems. it is making them worse. >> it is helps to energize the tea party base, but i think it alienates independent voters when it they si congress wasting taxpayer resources during this yet again. >> the republicans in the house have won a vote to repeal president obama's signature achievement, the health care act.
8:46 pm
this is going to die in the senate. why are they doing this? >> politics. i think that chris van hollen is right in the sense that it alienates a lot of people, because they're -- there is a support for the affordable care act. >> i am not sure there is that much support. if there was that much support, why is it that two days after obama had this tremendous victory, the supreme court, where it upheld the obamacare act -- two days later, in his radio address, he doesn't have a word about obamacare. state of the union address this year, he had one sentence on it. he is running away from this as much as he can because he knows it is is a loser, and in particular at the congressional and senate level, people know that careers have been handed over this and they don't want it to end their own
8:47 pm
careers. >> i guess charles missed that the president addressed the nation on this subject as soon as it came down -- >> the white house -- >> apparently he did not want to discuss it, but he did discuss it on a national television -- >> then he ran away. >> we are in the posturing and opposing. republicans are big on repeal but short on replace. they want to keep the benefits but will not tell you how to do it, absent the republican plan, which is that everybody be required to have health insurance, and the republican governors, at the same time, are being in different to medicaid coverage that is extended under this plan that equals the population, as matt miller pointed out in "the washington post," of 25 states you are depriving of health care coverage. >> margaret, when mitt romney is
8:48 pm
talking to the naacp and says he is going to get rid of obamacare, he is not really talking to the naacp, is the? -- is he? >> romneyians what have you believe this is his sister souljah moment. however, he is not speaking to the group in the room. he wanted the boos. he is taking that to his fundraiser with dick cheney in wyoming. he put them in the overhead bin -- >> are they carryo-on? >> i think we need to hear from brother krauthammer. >> i once thought that i was cenacle, but i am a child next to you guys. >> i surpassed charles -- >> here is a guy who gives a speech, is honest about obamacare, is rudely booed,
8:49 pm
takes it with grace, and then goes off script about how obamacare will cost jobs -- >> i thought the speech was written by committee. i thought the first part was written by his black affairs adviser, because it has him say that there is great disparity in the country and these have not been corrected. then he turns and he goes to his policy people and they say, the way we are going to address these disparities, the first thing i am going to do is approve the keystone pipeline. that will take care of the problems of urban america. >> democrats are the ones who give handouts to every ethnic and political and sociological work, and republicans argue that if i can improve the economy for all americans, i will help all americans. >> he went off script to get another boo. >> i believe you have an opinion on this, mark. >> i do.
8:50 pm
mitt romney deserves credit for going to the naacp. as far as boos, these guys have never been to a yankees-red sox game. .o one was hurt it was refreshened to see him give the same speech to an audience where most are supported his opponent. david obey once gave the same speech to aipac that he gave to the arab anti-discrimination leak, and offended both groups. it was an act of total political integrity. while i would not put romney in the same category, he deserves credit for doing it, and i would like to see more candidates appear before a friendly audiences -- unfriendly audiences. >> can i commend mark for his
8:51 pm
remarkable evolution in growth? that was remarkable. >> so good with numbers, charles -- >> i would note that romney showed up and obama did not. >> biden was will receive. -- well received. they kn obama and his policies -- know obama and his policies. >> it is not as if obama never got an invitation, the man that they know. he was invited and apparently he was busy. >> we don't hear much about romneycare since the supreme court, or even before, and romney took days to get to it is at tax, as the republicans want to call it, and not a penalty, which is what he thinks it is. >> i agree with you, it is
8:52 pm
crazy. the most revolutionary legislation we have had is obamacare. the president will not speak of it and his opponent will not speak of it. it is insane. >> two signature issues off the table. >> attorney general eric holder and joe biden books spoke to the same audience about the border id laws, which they claims are being put in place to suppress the minority vote. >> we have seen this kind of thing in presidential campaigns for years. we saw it north carolina when jesse helms did it to suppress the black vote. >> why is it unreasonable to ask somebody for a picture i.d.? driver's license or something similar? >> they are not readily available items for people have. the difficulty of that requirement falls disproportionately on minority
8:53 pm
voters. they know that. the people pushing for these suppression measures know dogg one well that that is the impact. >> how significant is voter fraud? >> you don't find significant instances of voter fraud. >> everything in this nation's history has been about expanding the vote, making it more available, including more voices. we started with white males who owned property and that two white males who did not own property, -- be expanded that to white males who did not own property, then to african- americans, women, 18-year-olds. this is the first attempt, a calculated attempt, made a mistake, to limit the electorate. when the pennsylvania elelegislature boasts that we are living, that this -- thing, that is the key.
8:54 pm
>> we don't expanded to include people. >> our most sobering finding is the total disregard for the welfare of sandusky's tel victims by the most senior leaders at penn state. >> this is stomach turning. penn state issued the final report on the child abuse scandal. tough one for you, margaret. >> penn state is now dead to me. >> you are graduate. >> i am. until now, i was easing over the other side, where joe paterno was older, he did not really get it, they were forcing around, there is a tradition of coaches and boys, he wasn't aware. this year's races that. -- this erases that. there was a massive cover-up and it went on for 14 years. think of all the boys would not have been harmed if one man had
8:55 pm
stood up. >> how does this happen, colby? >> because the cause of the celebrity -- >> football is more important than kids. >> i will be satisfied with those penn state eight weeksen -- bigwigs end up in the state pen. >> mark? >> like the church that i love, it was felt by leaders who decided to protect the institution -- failed by leaders who decided to protect the institution rather than innocent children. and i say shame, shame, shame. i hope the and doub -- i hope te n.c.a.a. will take its action on an institution that has violated its honor. >> christine brennan has talked about killing football at penn state for a year. >> this is the most extreme, horrible example of what big-
8:56 pm
time sports has done. the reason all this happened seven -- million dollars, which is what it brought in and -- $70 million, which brought in to penn state. nobody wanted to lose that. the way the athletes and kids are exploited, all of that -- it is and corrupt system, and unfortunately, it has such a following that people will not give it up. is the worst example of how would exploits all kinds of people. >> you get the last word. see you next week. >> "inside washington" is brought you in part by the american federation of government employees, proud to make america work. for more information about afge and membership, visit afge.org. vo:geico, committed to providing service to
